super specialist referral and teaching hospital which was established by the
Act of Parliament No. 5 of 2000. The Hospital currently has a workforce of
2,850 employees and a capacity of 1,259 beds, making it the largest health care
organisation in Tanzania.
The Hospital’s vision is to become an internationally accredited tertiary level university teaching hospital offering high quality affordable medical care, research and teaching. 1. HEAD, TEACHING, REASEARCH AND CONSULTANCY COORDINATION UNIT (Job Reference MNH/TRC/12/13)
Job Summary
The Head of Teaching, Research and Consultancy Coordination Unit will be responsible for generation of revenue and soliciting donations in order to bridge the wide gap between actual institutional budget and the government subventions as well as inculcating and sustaining a culture of quality health care delivery among hospital staffs through evidence based information. He/she shall be expected to commit and involve motivated staff in teaching, research and consultancy and shall report to the Executive Director.
Key Responsibilities
• Review Muhimbili National Hospital (MNH) research agenda/policy and makes recommendations as appropriate;
• Assist in the development and delivery of advocacy initiatives based on research findings and develop research projects for MNH;
• Coordinate and monitor research activities and consultancy works at MNH and ensure dissemination of research findings where appropriate;
• Develop and oversee budgets and policies and procedures for the Research & Development Department;
• Establish a research and publications centre, encourage MNH community to conduct research and assist them in seeking for funds;
• Establish research links, partnerships and collaborations with other institutions and researchers within and outside Tanzania and establish the MNH journal where research will be published; and
• Collaborate with the administration in the recruitment of appropriate number and quality staff to provide technical assistance to the centre.
Qualifications and Experience
The ideal candidate for this position should possess:
• A Masters Degree in any medical field with an additional Masters Degree in Public Health from a recognized Institution;
• Experience with quantitative research methods and statistics, and a sound knowledge of qualitative research methods. The relevant experience includes; data collection, analysis, and interpretation; strategic planning; project management and assessment; accreditation processes and requirements for establishing MNH Institutional Review Board (IRB); and medical consultancy works;
• A minimum of ten (10) years working experience four (4) of which should be in managerial/leadership role and research and publications; and
• Experience in working with others in or establishing or developing a group/centre for research especially in planning, organizing and coordinating research projects.
Skills and competencies
• Strong statistical and analytical skill set;
• Excellent oral and written communication skills;
• Effective management and organizational skills;
• The ability to work independently;
• Ability to attend to multiple projects simultaneously, and meet deadlines;
• Experience with institutional assessment and effectiveness in research matters; and
• Experience in the use of microcomputers, spread sheets, and data base management in a hospital environment.
2. HEAD, QUALITY IMPROVEMENT AND CLINICAL AUDIT UNIT (Job Reference MNH/QICA/12/13)
Job Summary
The Head of Quality Improvement and Clinical Audit Unit will be responsible for generation of revenue and soliciting donations in order to bridge the wide gap between actual institutional budget and the government subventions as well as inculcating and sustaining a culture of quality health care delivery among hospital staffs through evidence based information. He/she shall be expected to commit and involve motivated staff to address quality and infection issues in the hospital and shall report to the Executive Director.
Key Responsibilities
• Develop and disseminate strategic plan for Quality Improvement and Clinical Audit to Directorates, Departments and Units at MNH and keep up to date with the National quality Improvement Manual 2011;
• Work with MNH management and staff to revise/create policies and procedures that ensure good quality care and minimize harm to the patient ;
• Constantly performing follow-up evaluations of data and organizational performance to ensure consistent improvement;
• Oversee the quality improvement processes and Quality Improvement Team function and ensure proper allocation of resources through investments of time, funds and education;
• Train and educate staff to promote good quality practices and ensure compliance with all applicable laws and regulations; and
• Gather and evaluate/audit clinical data from departments for patterns and trends in health care delivery
Qualifications and Experience
The ideal candidate for this position should possess:
• A Masters Degree in Medicine, Nursing, Public Health, Health Care Administration or its equivalent from a recognized Institution;
• A minimum of ten (10) years of progressively responsible managerial experience in a reputable institution;
• Experience in energy generation and transmission, natural gas contracting and energy-related regulatory issues is desirable but not a requirement.
Skills and competencies
• Should have strong interpersonal skills and good background in Government health regulations.
• Possession of computer application skills are mandatory
• A strong analytical, communication, strategic planning and interpersonal skills with demonstrated record of achievement.
• Supports and upholds a strong emphasis on ethics and governance
• Must have a clinical background preferably a medical doctor or registered nurse.
3. DIRECTOR FINANCE AND PLANNING (Job Reference: MNH/DFP/12/13)
Job Summary
The Director Finance and Planning will be responsible for generation of revenue and soliciting donations in order to bridge the wide gap between actual institutional budget and the government subventions as well as put strong controls in order to safeguard internal revenue generation and improve the income of the hospital. He/she shall be expected to commit and involve motivated staff in teaching, research and consultancy and shall report to the Executive Director.
Key Responsibilities
• Facilitate other Directorates in the hospital to articulate the CSP aspirations of MNH and to internalize the strategic planning culture;
• Prepare annual institutional budget for MNH, and evaluate weekly & monthly updates and oversee effective management of finances/payroll in line with the MNH financial regulations;
• Evolve financial and accounting policies and procedures in consultation with the Hospital Management and the Board of Trustees;
• Prepare quarterly progress reports on implementation of the MNH Corporate Strategic Plan and facilitate conducting of internal and external audit of MNH books of accounts;
• Prepare financial reports, tax returns and interim reports required by Management for appropriate decision making;
• Ensure timely and accurate implementation of computerized system in all MNH financial areas; and
• Review financial budgets and cash flow projections.
Qualifications and Experience
The ideal candidate for this position should possess:
• A Degree in Accountancy or equivalent qualifications from a recognized institution with Certified Public Accountant Professional Certificate (CPA ) and registered with NBAA;
• An additional Masters degree in Business Administration will be an added advantage;
• A minimum of eight (8) years of practical work experience in a reputable organization five (5) of which as Head of Finance Department;
• Good working knowledge of computerized financial systems is essential and Fluent in both written and spoken English and Swahili; and
• Must be mature, well trained, and capable of providing expert strategic leadership as a Director.
Skills and competencies
• Personal skills in finance and related discipline, excellent report writing skills;
• Current membership to accounting, auditing and finance professional’s bodies is a must;
• Able to demonstrate in depth knowledge of principles of new public Management and familiar with health reforms;

4. PERSONAL ASSISTANT TO THE EXECUTIVE DIRECTOR (PRINCIPAL ADMINISTRATIVE OFFICER) (Job Reference: MNH/PAED/12/13)
Job Summary
The Personal Assistant to the Executive Director will be responsible for assist the Executive Director (ED) and manage the day to day activities and correspondences of the Executive Director’s Office in order to give her optimum time to focus on strategic activities. He/she shall be reporting to the Executive Director.
Key Responsibilities
• Managing the Executive Director’s diary;
• Coordinating secretarial duties by scrutinising , organising and highlighting emails, letters sent to the ED; handling travel details and submission of monthly management reports;
• Managerial responsibilities such as actively following up any tasks, acting as a liaison between the ED and other staff and actively responding to enquiries; and
• Performing other duties as assigned by the ED.
Qualifications and Experience
The ideal candidate for this position should possess:
• A University Degree with bias in Public Administration, Human Resource Management, Planning, Hospital Administration from a recognized institution;
• A minimum of three to five (3-5) years progressive work experience as Personal Assistant/ Administrative Officer/Health Secretary.
Skills and competencies
• Friendly disposition and strong interpersonal skills;
• Excellent writing, analytical, and attention to details;
• Proficiency in Microsoft applications including Word, Excel, Power Point, and Access, and Publisher, knowledge of at least one statistical program (Epi info or SPSS) will be an added advantage;
• Strong initiative, independence, creativity and sound judgment;
• Service oriented and flexible with excellent communication and organizational skills; and
• A team player with a high level of commitment and able to manage multiple high priority tasks at one.
